recently only got 3 exception : this field card,urgent tuning,formula synchron(accel synchro effect),ultimate offering(still adjusting)

yes, i agree with you that horn of heaven can negate summons when it is at chain link 1, but please do remember that both horn of heaven and black horn of heaven works like raioh. which cannot negate things that special summon/summons via a card effect.
